32,000 cases were solved, 16,000 people were arrested, and more than 1,900 dens were destroyed

Since 2018, the Ministry of Public Security has deployed public security agencies across the country to carry out special operations to crack down on the illegal and criminal activities of counterfeiting and buying and selling resident identity cards. It has carried out precise crackdowns on such illegal and criminal activities across the entire chain and in all links, and has achieved phased results. So far, public security agencies in various places have uncovered more than 32,000 cases of counterfeiting and buying and selling resident ID cards, arrested more than 16,000 criminal suspects, destroyed more than 1,900 dens for producing and selling fake ID cards, seized a large number of forged resident ID cards, and found and cleared more than 4,460 pieces of illegal information related to resident ID cards online.

The public security organs in Tangshan, Hebei Province destroyed 11 criminal gangs that produced and sold fake certificates online, arrested 77 suspects, and seized more than 20 tons of fake certificates. The public security organs in Qingdao, Shandong Province, solved a case of online production and sale of fake certificates, destroyed three dens for the production and sale of fake ID cards and other fake certificates, and arrested 24 suspects. The public security organs in Pingdingshan, Henan Province, destroyed a "four-piece set" criminal chain of online sales of resident ID cards and bank cards, and arrested 70 suspects. The public security organs in Putian, Fujian Province busted a criminal gang that sold ID cards and bank cards online and arrested 25 suspects.

Zhang Hongye, deputy director of the Cyber ​​Security Bureau of the Ministry of Public Security, said that in recent years, illegal crimes involving the purchase and sale of ID cards have increasingly been transferred to the Internet. Criminals use the Internet to publish ID card information, use online instant messaging tools to communicate, use online payment tools to pay, and use express delivery logistics, which has developed into a non-contact illegal and criminal chain.

Strictly implement consistent verification of identity cards and put counterfeit users on the "blacklist"

While the Ministry of Public Security has launched a series of convenience measures such as remote acceptance of ID cards and "multiple photos of ID cards", it has firmly grasped the outstanding issues such as wrong ID numbers, duplicate ID numbers, and forgery that have been strongly reported by the people. It has continued to crack down on and rectified the problems, and has basically achieved the goal of accuracy, uniqueness and authoritativeness of resident ID cards.

Comprehensively promote the registration of fingerprint information on resident ID cards, so that all social card-using departments and units can quickly and accurately compare fingerprints through machine reading to realize the identity of the person and the ID card. The Ministry of Public Security has also established an information system for invalid resident identity cards, which provides another important auxiliary verification method to prevent resident identity cards from being used fraudulently.

Li Jingsheng, director of the Public Security Bureau of the Ministry of Public Security, said that since April 2018, the Ministry of Public Security, together with the People's Bank of China, has launched a pilot application for verification of information on invalid resident ID cards. Currently, the average daily verification is more than 210,000 times, a total of more than 100 million verification services have been provided, and invalid resident ID cards have been verified more than 2.25 million times. It has played a positive role in preventing the use of invalid documents to conduct banking business and reducing financial risks.

It is understood that the public security organs will also work with relevant departments to put people who fraudulently use other people’s resident ID cards on the “blacklist” and implement joint punishments. The public security organs recommend that relevant departments and units in the society that use ID cards should carefully check the authenticity of the ID card and the consistency of the identity card and ID card, and strictly prevent the problem of fraudulent use of other people's resident ID cards.

Individuals should enhance their security awareness to prevent ID cards from being lost or stolen

"For individual citizens, they must further enhance their security awareness and properly keep their resident ID cards to prevent loss and theft." Huang Shuangquan, director of the Household Management Research Center of the Ministry of Public Security and deputy director of the Public Security Bureau, said that once a resident ID card is lost, it should be reported as lost at the nearest police station or household registration hall as soon as possible; you can go to the public security agency to replace a resident ID card with fingerprint information.

It is understood that the public security organs welcome the general public to actively report clues to relevant cases. The Ministry of Public Security has set up a "report mailbox" in the special area of ​​"China Police Online" Weibo. The public can report clues on cases of forgery, buying and selling, and fraudulent use of resident identity cards, and the public security organs will verify them one by one.

Zheng Xiang, deputy inspector of the Criminal Investigation Bureau of the Ministry of Public Security, said that the public security organs will further strengthen cooperation between the police and enterprises and carry out centralized clean-up and rectification of websites, online merchants, QQ and WeChat groups that forge, alter, and buy and sell resident identity documents. For major cases, the Ministry of Public Security will supervise the handling of cases and directly organize investigations. Public security, criminal investigation, cyber security, technical investigation and other police departments will work together to investigate the illegal and criminal activities of forging and buying resident identity documents to the end, and resolutely curb the frequent occurrence of such illegal and criminal activities.
